Présidentialisme de coalition et réactivité législative
tensions entre gouvernabilité et représentation des intérêts sociaux.

Cet article examine la tension fondamentale entre gouvernabilité et réactivité législative dans le système présidentiel de coalition brésilien. À travers une analyse intégrée des études législatives brésiliennes et de la théorie comparative internationale, nous montrons que les mécanismes garantissant la gouvernabilité dans un contexte multipartite peuvent compromettre la prise en compte des intérêts sociaux diffus et de ceux des minorités. Dans le contexte brésilien post-1988, cette dynamique se manifeste par l'adoption de lois qui profitent aux partis et aux législateurs, mais qui, fréquemment, ne protègent pas les droits des groupes vulnérables. Nous concluons que cette tension est structurelle au système, engendrant une pression en faveur de la judiciarisation des revendications sociales et compromettant la légitimité démocratique.
